March 14, 2005 Minutes
The March meeting was called to order, by Chairperson, Linda Schraufnagel, at 7:30 PM. Present were Linda, Raymond Collien, Linus Schraufnagel, Erma Franke, Cynthia Laubenstein and 14 guests. Raymond made a motion to approve and adopt the agenda, 2nd by Linus, motion carried. Raymond made a motion to accept the minutes of the last meeting, 2nd by Linus, motion carried.
The Treasurer's report showed a beginning balance in the General Account of $88,177.35, receipts of $400,547.28, expenditures of $408,554.36 for an ending balance of $80,170.27. The beginning balance in the Tax Account was $538,291.74, receipts of $50,170.59, expenditures of $399,720.91 for an ending balance of $188,741.42. We have a balance in our Major Building Repair & Major Equipment Repair/Purchase account of $8,069.44 which is included in the above Tax Account ending balance. Raymond made a motion to approve the Treasurer's report subject to audit, 2nd by Linus, motion carried.
There was no animal control report. Erma had a phone call inquiring about large 55 gallon plastic barrels going into the recyclables. He should bring them to the spring clean up and maybe we could use them.
Linus met with the Crack Fillers and stated that Centerline, North Line and Panzer will be cracked filled this at a cost of around $5500. Vernon Kehrmeyer put some post by his property on the Town's Road Right of Way because someone drove on it and made some ruts. Because of the liability, Linda will go and talk to him.
Raymond stated that he wasn't at the group meeting with the Sanitary District but that they discussed the flowage and bacteria problems in the system. There is a problem with the parts that were put in the pump station and inspections will again be done in the homes because there is water being pumped into the sewer.
Raymond made a motion to table the Burning Ordinance again until next month because some minor changes have to be made in the wording and numbering, 2nd by Linus, motion carried. Erma got a quote from Badgerland Communications for a PA/MIC system for the Town Hall. The quote was $5,725.00 for a system with wired in microphones and $6,850. for wireless microphones. Raymond made a motion to table this and have Erma call Don Roll from Town Williamstown to see what kind of system they had installed, 2nd by Linus, motion carried.
Raymond made a motion to purchase a new mower from Serve Implement to be used on our existing tractor for $8,525, 2nd by Linus, motion carried. Linus stated that he talked to the people living on Point and Ledge Road and they were in favor of having those roads have the Rustic Road designation. They welcomed the lower speed limit but did not want any trees cut down but they could be trimmed. Raymond made a motion to have Linus state the paper work and that they would decide at a later date what parts of those roads would be included.
Linda received a quote from Pro-Builders for a salt shed at a cost of $38,400. The board felt that was rather high and would like to work something out with Town Lomira. We probably could purchase sand & salt from Lomira and Randy would replace it from Mayville. Raymond made a motion to dismiss the salt shed idea, 2nd by Linus, motion carried.
The Board will meet with Jim Goham on Farmersville Road to discuss what kind of landscaping he may do on his ditch by the Towns Road Right of Way on April 9, at 8:00 AM., and, also will meet with Mary Christensen on Lomira Drive to discuss trimming of the trees at 11:00 AM on April 9, during there annual Road Inspection.
Raymond made a motion to grant Lefeber Stone a hauling permit for this year, 2nd by Linus, motion carried. Dennis & David Oechsner from Oechsmer Farms LLC were at the meeting to discuss scraping down the hill beside the driveway on the former Norbert Zangl farm on Zangl Road. They would like to make the driveway more safer while exiting, and would use the ground to bury the old barn wall. They would also like to do the same on Dairy Road by the other set of old farm buildings and move the driveway to the North to square off the field. He would need to apply for a driveway permit and the Board would look at it. Raymond made a motion to approve scraping down the high spots, 2ns by Linus, motion carried.
The Town Board will do their Road Inspection on April 9, starting at 7:30 AM and the Annual Audit will be held at the Town Hall on April 20, at 6:00 PM.
Raymond made a motion to approve the operator's license for Vern Hilker for the Mayville Gun Club, 2nds by Linus, motion carried. Raymond made a motion to approve purchasing a push mower for trimming, 2nd by Linus, motion carried. The Lomira Clover Leaves 4-H Club would like the residents save recyclable papers for their paper drive on April 16th at the Town Hall.
Spring lean up date is April 30 from 8:00AM to 2:00 PM. and the Annual Meeting will be held April 13, 2005 at 7:30 PM.
Raymond made a motion to approve payment of bills #11763 thru 11800, 2nd by Linus, motion carried. Linus made a motion to adjourn the meeting, 2nd by Raymond, motion carried. Meeting adjourned at 9:18 PM. Next meeting will be April 11, 2005.
