June 13, 2011 Town Board Minutes
Linda Schraufnagel called to order the bid opening meeting. Present were Linda, Raymond Collien, Arthur Mueller, Erma Franke, Bryant Halverson, Jon Wurzer, Northeast Asphalt; Randy Howland, Wolf Paving Co.; Dan Bade, Scott Construction; Jeff Holleuberger, Farner Asphalt Sealers; Struck & Irvin Paving Inc, D. Joseph Wessley. The bids were opened and Raymond made a motion to award the bid for the Top Coat with 1 1/2'? Hot Mix for Westline Road?Lomira Drive to ? Mile North and Lomira Drive to Hwy V, went to Northeast Asphalt for a bid of $65,256.00, 2nd by Arthur, motion passed and carried.
Raymond made a motion to give the Seal Coating bid to Scott Construction with roads to be determined, 2nd by Arthur for $14.042.14 per mile. Motion passed and carried.
Linda called the monthly meeting to order at 7:30 PM. All board members listed above were present along with 4 guests. Arthur made a motion to approve and adopt the agenda as presented, 2nd by Raymond, motion passed and carried. Arthur made a motion to approve the minutes of the last meeting, 2nd by Raymond, motion carried.
The Treasurer?s report showed a beginning balance in the General Account of $36,568.68; receipts of $2,171.23; Expenditures of $16,813.52; for an ending balance of $21,926.39. This includes a .10 correction. The Tax Account showed a beginning balance of $121,326.82; receipts of $20.61; for an ending balance of $121,347.43. We also have a CD at the Bank of Oakfield in the amount of $62,893.37. Arthur made a motion to accept the Treasurer?s report as presented with the .10 correction, 2nd by Raymond, motion passed and carried.
Erma reported Building permits for Dennis Hanke, detached garage for $44.00; Bradley Mueller, deck for $13.00; Aubrey Electric for an electric permit for $50.00; David Hodge for a porch replacement for $48.00.
The Board stated that the crack fillers did a good job, cutting of ditches will begin, and the St. Paul?s Cemetery is seeded, and sign is up.
Raymond made a motion to pass Resolution 01-11, establishing the new wards for the Town of LeRoy, 2nd by Arthur, motion passed and carried.
Raymond made a motion to have A to Z Tree Service do our brushing, 2nd by Arthur, motion passed and carried.
Raymond made a motion to approve the beer and liquor license to the Shed LLC; Richard Kollman; Cynthia Gindt; Horicon Marsh Sportsmen?s Club, Inc; 2nd by Arthur, motion passed and carried.
Raymond made a motion to approve beer license for Michael & Monica Brummond; Field & Stream Sportsmen?s Club, Inc. LeRoy Athletic Club, Inc., 2nd by Arthur, motion passed and carried.
Raymond made a motion to approve operator?s licenses for Karen Kopf, Theresa Schroeder, Elizabeth Cappozzo, Michele Eilbes, Catherine Billington, Christopfer Cook, James Kopf, for The Shed LLC; Angela Muche, Andy Hechimovich, Amanda Zangl, Dale Zangl, David Fjelstad, for the Horicon Marsh Sportsmens Club, Inc.; Jennifer Drake, Joe Giese for Michael Brummond; Julie Staffin, Dennis Hockers, Becky Frane, Brian Fane, Joann Collien, Douglas Hurst, Susan Gassner, Bryan Giese, Bradley Mueller, Lori Wasmund, Larry Villwock, Ann Mueller, Bryant Halverson, Jody Hockers, Gregory Scott, Theodore Anderson, Kellie Harjchi, Jennifer Kehrmeyer, for the LeRoy Athletic Club, Inc.; Harold Drake, Carolyn Mathews, for the Field & Stream Sportsmen?s Club; 2nd by Arthur, motion passed and carried.
Arthur made a motion to raise the fee paid for personal tractor use to $30.00, 2nd by Raymond, motion passed and carried. Arthur made a motion to allow the Treasurer to do Electronic banking with the Bank of Oakfield, 2nd by Raymond, motion passed and carried.
Raymond made a motion to have Dean?s Septic pump out the Town?s tank and do any upgrading as necessary to be in compliance with Dodge County, 2nd by Arthur, motion passed and carried.
Raymond made a motion to pay the bills #14576 thru #14610, 2nd by Arthur, motion passed and carried. Arthur made a motion to adjourn the meeting, 2nd by Raymond, motion passed and carried. Meeting adjourned at 8:45PM. Next meeting to be July 11, 2011, at 7:30 PM.
