June 13, 2005

The June 13, 2005 monthly meeting was called to order at 7;30 PM, by Chairperson, Linda Schraufnagel. Present were Linda, Raymond Collien, Linus Schraufnagel, Cynthia Laubenstein, Erma Franke and 18 guests. Raymond made a motion to approve & adopt the agenda as presented, 2nd by Linus, motion carried. Raymond made a motion to approve the minutes of the last meeting, 2nd by Linus, motion carried.

The Treasurer's report showed a balance in the General account of $100,528.38; receipts of $6,649.35; Expenditures of $32,107.33 for an ending balance of $75,070.40. The Tax Account showed a beginning balance of $88,861.35; receipts of $48.31, for an ending balance of $88,909.66 which includes the balance of $8,069.44 that is in the Major Building Repair & Major Equipment Repair/Purchase Account. We also have a CD at the Bank of Oakfield in the amount of $100,000. Raymond made a motion to approve the Treasurer's report subject to audit, 2nd by Linus, motion carried.

Dale Klueger reported one dog picked up at Ruth Johnson. John Oechsner asked about our burning ordinance for the Town of LeRoy. Someone is burning more than brush and having the smoke come his way. Someone is also using an old access road off of Meadow Lane to get to their property. He also questioned who should remove a burning barrel on his property that he did not put there. Linda said that was not a town issue. Cindy said there is a red box under the sinks in the kitchen that should be checked and maybe disconnected because it is for extra hot water.

Erma reported 4 building permits; Dale Hoelz, Deck; Arnond Oechsner, Free stall barn; James Groham, Det. Garage; and Dave Clark, Elevator legs,
Linus reported that the crack filling was done and the partr of Centerline that was to be repaired will be done next year for free because the company was out of the area. There is a hole on the West end of Bauer Road and Mike will patch it up. He also stated that the mower is not working right because it still comes up. Linus will talk to Serwe about that and also about the repair bill we received.

Raymond reported that nothing is knew with the Sanitary District., and they haven't received a permit from the DNR. Because we have to reapply for some Trip Money that was to be given to us several years ago we could open up the Road Bids but not award them tonight because some paperwork is required from the State and we have not received it yet. The bid for shouldering from Linck Aggregates Inc, was $10.73 per Ton and Michels Materials was $6.97 per Ton. The Bauer Road Trip Funded Road quote from North East Asphalt, Inc. was $30,019.60; Scott Construction, Inc. was $30,457.91. Farmersville Road from Cty V to Sunny View Road -NEA, $23,879.30; Scott--$24,802.65. Farmersville Road from Cty V to Cty YY-NEA, $49,544.30; Scott--$49,139.16. Rockvale Road Cty Z to Bauer Road-NEA, $44,850.00; Scott--$45,761.59. Reiser Road Cty Z to Cty YY-NEA $33,189.00, Scott--$33,835.48. The above Companies will be notified when contracts will be awarded.

Raymond made a motion to appoint Theresa Schraufnagel and Harvey Simon to a three year term on the Planning Commission, 2nd by Linus, motion carried. Raymond made a motion to approve the Minor Land Divison, Conditional Use Permit and a Petition to Rezone 10 Acres of land from the A-1 Ag District to the A-2 General Ag. District for Mark Oechsner, 2nd by Linus, motion carried. Raymond made a motion to approve the Minor Land Division, Conditional Use Permit and a Petition to Rezone 2+- Acres of land from the A-1 Ag. District to the A-2 General Ag District for Stanley Waas, 2nd by Linus, motion carried. Raymond made a motion to grant a driveway variance to Stanley Waas for driveway that exceeds the Land Plan of 500' to a distance of 565' from the edge of the blacktop road of Hwy H, 2nd by Linus, motion carried. He will be instructed to remove the old driveway, and move the new driveway over between the existing trees, which will be removed and this driveway will serve three purposes, the existing home, the future new home and the field entrance.

Raymond made a motion to approve the variance for Mark Oechsner to construct a new shed on the property at W4035 Ledge Road prior to the principal structure being present, 2nd by Linus, motion carried. Raymond made a motion to approve the Conditional Use Permit for the Horicon Marsh Sportsmen's Club to bring their property into compliance with the anticipation of replacing the existing club house at W2868 Farmersville
Road, 2nd by Linus, motion carried. Raymond made a motion to let Erma set up a time and date for the Voter Registration that has to be done before the next election, 2nd by Linus, motion carried.

Raymond made a motion to approve the Liquor & Beer license for Gill Hooly's, David Marschke; Tim & Terries Country Inn, Timothy Wilkens; Cinder's Food & Spirits, Cynthia Gindt; and Kollman's Korner, Richard Kollman, 2nd by Linus, motion carried.

Raymond made a motion to approve the Beer license for Goose Haven Gun Club, LLC, Michael Brummond; LeRoy Athletic Club, Inc. Kenneth Weinberger; Field & Stream Sportsmen's Club, Grant Larsen; and Mayville Gun Club, Michele Eilbes, 2nd by Linus, motion carried.

Raymond made a motion to approve the Cigarette license for Tim & Terries Country Inn, Cinders Food & Spirit, and Goose Haven Gun Club, LLC, 2nd by Linus, motion carried.

Raymond made a motion to approve the Operators license for Ann Hintz, Danielle Gilster, Any Hartgerink, for Gill Hooly's; Timothy McClymen, Donna Ann Geschke, Linda Weinberger, for Tim & Terries Country Inn;
Gary Gindt, Jean Henningsen, for Cinders Food & Spirit; Dawn Bartsch, for Kollmans Korner; Ronald Bauer, Lori Wasmund, Ann Mueller, Gerard Weinberger, Susan M. Gassner, Joann Collien, Doug Hurst, Brad Mueller, Brian Bauer, Brett Schroeder, Carrie Schroeder, for LeRoy Athletic Club; Willard Haslow, Carolyn Mathews, Peter J, Lausten, Harold Drake, for Field & Stream Sportsmen's Club; Daniel Wondra, Dale Zangl, Vern L. Hilker, Michele Eilbes, for Mayville Gun Club, 2nd by Linus, motion carried.

Raymond made a motion to postpone action on the snowmobile ordinance, 2nd by Linus, motion carried. Raymond made a motion not to donate any money to the Kekoskee Fire Department at this time, 2nd by Linus, motion carried. Raymond made a motion to put post and reflector markers on N. Point Road across from the home of Lawrence Feucht, 2nd by Linus, motion carried. Raymond made a motion to approve the driveway for Richard Wondra on Bauer Road, 2nd by Linus, motion carried.

Raymond made a motion to send in the letter to the Public Service Commission in regard to our recommendation to the Forward Wind Energy Project when we get it back from our Attorney, 2nd by Linus, motion carried. Raymond made a motion to purchase a sign for the Miles Farm Cemetary and put the names of the deceased on it, 2nd by Linus, motion carried. Raymond made a motion to check on the ceiling fans in the garage before we purchase any dehumidifier, 2nd by Linus, motion carried.

Raymond made a motion to approve payment of the bills #11882 thur #11916, 2nd by Linus, motion carried. Linus made a motion to adjourn the meeting, 2nd by Raymond, motion carried. Meeting adjourned at 9:25 PM. Next meeting will be on July 11, 2005.
