July 11, 2005
The regular Town Board Meeting will held at the Town Hall on Monday, July 11th, 2005 at 7:30 PM. at the LeRoy Town Hall located at N10725 Hwy YY.
1. The meeting will be called to order.
2. Approval and adoption of the Agenda.
3. The minutes of prior meeting will be read and approved.
4. The Treasurer's Report will be read and approved.
5. Animal Control Report.
6. Public Input.
7. Deputy Land Use Report.
8. Road Report.
9. Brian Loos-Town Police Liaison Officer

11. Old Business.
1. Discuss & possible action on a letter from the Dodge County Land Information Department for keeping or dropping the directional ( N,S,W,) on Point Road for the Rustic Road designation for Point Road & Ledge Road,
2. Discuss & possible action on awarding the road bids for 2005.
12. New Business:
A. Discuss & possible action on the Snowmobile Ordinance with Dale Ter Beest.
B. Discuss & possible on a driveway permit for Allen Wondra.
C. Discuss & possible action on newsletter input.
D. Discuss & possible action on water heater, under kitchen sink.
E. Discuss & possible action on dampness in garage area.
F. Discuss & possible action regarding amending Ordinance 01-04, Building and Mechanical Code Ordinance, section 1-1-05, item 2a), (and any other reference to this item in the ordinance) which presently reads…"New 1 and 2 family dwellings built after June 1, 1980," to read "New 1 and 2 family dwellings and additions to 1 and 2 family dwellings built after June 1, 1980, with a cost of said construction or repair equal to or exceeding $50,000.
G. Discuss & possible action regarding adopting a Memorandum of Understanding Relating to the Statewide Voter Registration System and Addendum A-SVRS Fee Agreement.
H. Discuss & possible action on repair bill at Serwe Imp.
I. Public hearing at Dodge County Planning & Development & Parks Committee on Monday, July 11, 2005 at 7:35 PM. on the First Floor (Meeting Rooms 1H & 1I) of the Administration Building, Juneau, Wisconsin on the petition of Brian Waas, Agent for Stan Waas to rezone land from the A-1 Prime Agricultural Zoning District to the A-2 General Agricultural Zoning District and an application for a County Conditional Use Permit for the purpose of creating a non farm residential lot in the proposed A-2 General Agricultural Zoning District and located in part of the S1/2 SW1/4. Section 16, Town of LeRoy (4044 CTH "H").
J. Sanitary District Meeting, Wednesday, July 20, at 6:00 PM.
K. Joint Sanitary District, Thursday, July 21, at 6:00 PM.
L. Discuss & possible action on approval of a Operator's License for Kim Weinberger.
11. Correspondence to come before the board.
12. Payment of the bills.
13. Any additional public comment.
14. Adjourn the meeting.

Minutes
July 11, 2005
The July 11 monthly meeting, was called to order by Chairperson, Linda Schraufnagel at 7:30 PM. Present were Linda, Raymond Collien, Linus Schraufnagel, Erma Franke, Cynthia Laubenstein and 13 guests. Raymond made a motion to approve and adopt the agenda as presented, 2nd by Linus, motion carried. Raymond made a motion to approve the minutes of the last meeting as read, 2nd by Linus, motion carried.
The Treasurer's report showed a beginning balance in the General Account of $75,070.40; Receipts of $22,925.46; Expenditures of $29,466.11; for an ending balance of $68,529.75. The beginning balance in the Tax Account was $88,909.66, receipts of $46.78 for an ending balance of $89,956.44 of which $8,069.44 is in the Major Building Repair & Major Equipment Repair/Purchase Account. We also have a CD at the Bank of Oakfield in the amount of $100,000. Linus made a motion to approve the Treasurer's report subject to audit, 2nd by Raymond, motion carried.
There was no Animal Control report. Erma reported 3 Land Use Permits. Michael Steger, new home for $330.00; Allen Bauer, shed for $11.00 and Daniel Staehle for a deck addition for $12.00.
Road Report: Linus stated that the post on the East end of Point Road by the steep ditch should be moved to the West end. Someone dumped a dresser on Wild Goose Road ,and Peter Wetak picked it up for the Town. When Mike cut grass again, he should only do one pass into the refuge on Ledge Road. The Bridges on Dairy and Farmersville Road need to be trimmed out. Mike should also check with Bob Schraufnagel to see what has been done on the to do list so it gets done as soon as possible.
Sanitary Report: The East Pump station is down again, and there is some discussion on the warrenty . No permit has been received from the DNR, and no response from Crain Engeenering, and no response from John St. Peter on the ordinance. They also have to talk to Dave Clark about his well that he is digging in reference to the hook-ups.
Raymond made a motion to award the contract to Northeast Ashpalt Inc. for the following: Mill butt joints, apply tack coat, and pave a ! ˝", compacted, hot mix asphalt pavement on the following roads: Farmersville Road from CHT V to CTH Y; Bauer Road from CTH Y to CTH YY; Rockvale Road from CTH Z to Bauer Road and Reiser Road from CTH Z to CTH YY for a total of $157,602.90, 2nd by Linus, motion carried. Raymond made a motion to award the shouldering contract to Michels Materials for the same roads for $6.97 a Ton, 2nd by Linus, motion carried.
Raymond made a motion to add Section 1 of the Snowmobile Ordinance 22 to Section 2 of Ordinance 03-01,2nd by Linus, motion carried. We will be sending out a newsletter and items for it were suggested. Also the power boaster heater under the kitchen sink was disconnected for now.
A discussion was held on the dampness in the garage area. Sure Fire submitted a quote for a Humidifier that is available for $2625.00. We could try a barn fan or just use the ceiling fans that are there and maybe add some more. Raymond made a motion we table this issue for the time being, 2nd by Linus, motion carried

Raymond made a motion to approve the Operators License for Linda Weinberger, 2nd by Linus, motion carried. Raymond made a motion to approve payment of bills check #11917 thru 11957 with the correction of check #11949 to read $78.90 and not $ 79.80, 2nd by Linus, motion carried.
Raymond made a motion to adjourn the meeting, 2nd by Linus, motion carried. Meeting adjourned at 9:29 PM. Next meeting will be August 8, 2005
