January 10, 2005 Minutes


The January 10, 2005 Town Board meeting was called to order at 7:30 PM. by Chairperson, Linda Schraufnagel. Present were Linda, Raymond Collien, Linus Schraufnagel, Erma Franke, Cynthia Laubenstein and 17 guests. Raymond made a motion to approve and adopt the agenda, 2nd by Linus, motion carried.

Raymond made a motion to approve the minutes of the December 2004 meeting, 2nd by Linus, motion carried. The Treasurer's report showed a beginning balance in the General Account of $215,471.91; receipts of $91,026.17; expenditures of $228,973.49 for an ending balance of $77,524.59. There was a correction on Expenditure check #11699, it was reported as $27.50 and should have been reported as $25.39 so the corrected ending balance is $77,526.70. The Tax Account showed a beginning balance of $3,067.83; receipts of $477,246.35 for an ending balance of $480,314.18. This balance includes $3,069.44 that is in the Major Building Repair & Major Equipment Repair/Purchase Account. Linus made a motion to accept the Treasurer's report subject to audit, 2nd by Raymond, motion carried.

On the Road report, Raymond told the snow plow drivers to be sure and watch the corners, especially those that have trees along the road that prevents the sun from getting on the road. They questioned who plows West Line Road North of 49, and also the plow has to get earlier in the morning when plowing & sanding is needed. The dumpsters must be cleared of snow before the Saturday Garbage collections. Raymond also said the County needs the canceled check, minutes of meeting approval, copy of bids placed in the Mayville News, and copy of Road Contract in order to receive our Trip money.

There was no Animal Control report, or a Deputy Land Use report. Brian Loos, Town Police Liaison Officer stated that Town LeRoy is rather quiet and that is a good thing. Raymond questioned the amount of patrol they do in the Township and he stated that they are in the area, if not him, another deputy on duty. They do patrol the dead end roads along the marsh where the most problems are. He asked that if anyone knows of an area to be checked, to let him know. He would like all the Towns ordinances to be put on a disk so that he could put them in the County's data file.

Raymond reported that the Sanitary District has everything winterized and a meeting is scheduled sometime this month with the City of Mayville.

The Burning Ordinance was tabled until we hear for John St. Peter. We have to include all of Town of LeRoy in the ordinance and not just the Sanitary District. Linus stated that he would like to include Point Road in the Rustic Road project and Linda would like to just lower the speed limit. More checking will be done on this issue.

The Clerk issued the Oath of office to the new Election Workers to Marie Schruafnagel, Phyllis and Arthur Mueller, Clairce Hoffman, Theresa Schraufnagel, Marcells Clark and Joan Nitschke. Pearl Okon was absent because of work.

Serwe Implement brought a proposal for the mower but after having an inspection and discussion on the mower, the board decided to table it until next month for a new quote. A letter will be sent to Mary Christensen to see if some trees along Lomira Drive, could be trimmed to get rid of the ice problem at the corner of Lomira Drive and County V. There has been several accidents this year at the corner.

A discussion was held on having emergency road help especially over the weekends. It was decided that more communication will be utilized between the snowplow workers and the Supervisor's have everyone's cell phone. Raymond made a motion to have Erma and Linda purchase a TV for the Town at no more than $200.00, 2nd by Linus, motion carried.

Raymond made a motion to approve the Operator's License for Amy Hartgerink for Gill Hooley's, 2nd by Linus, motion carried. Raymond made a motion to pay bills #11679 thru #11721, 2nd by Linus, motion carried.

At the public comment section, Linda stated that we had no Sand & Salt on the weekend and it sometimes is impossible to get it from the County, that she would like to look into prices for a Sand & Salt shed. Linus made a motion to adjourn the meeting, 2nd by Raymond, motion carried. Meeting adjourned at 9:10 PM. Next meeting will be on February 14, 2005
