August 8, 2005 Minutes
The August 8th, 2005 monthly meeting was called to order by Chairperson, Linda Schraufnagel. Present were Linda, Raymond Collien, Linus Schraufnagel, Erma Franke, Cynthia Laubenstein and 3 guests.
Raymond made a motion to approve and adopt the Agenda, 2nd by Linus, motion carried. Raymond made a motion to approve the minutes of the prior meeting, 2nd by Linus, motion carried.
The Treasurer's report showed a beginning balance in the General Account of $68,590.22; receipts of $107,733.21; expenditures of $3,831.82 for an ending balance of $172,491.61. The beginning balance in the Tax Account was $88,956.44; receipts of $46.81 for n ending balance of $89,003.25. This balance includes $8,069.44 in the Major Building Repair & Major Equipment Repair/Purchase Account. We also have a CD in the amount of $100,000 at the Bank of Oakfield. Raymond made a motion to approve the Treasurer's report subject to audit, 2nd by Linus, motion carried.
There was no Animal Control report. Dan Hansen from the Kunkel Engineering Group was present to say he and Mary Vogel do Home Inspections and if we were interested, he would be willing to present his program at a future meeting. Erma had no report on building permits.
The roads are all resurfaced and the board is pleased with the work. The intersections are feathered nicely and the shouldering has to be done yet. Mike cleaned out the culverts.
Raymond reported that the East pump station is not fixed yet. A repairman was there for one day but he did not come back to finish. They have not received the Ordinance back from the lawyer and it has to be updated so they have the right to inspect homes for connections. They met with Mayville and have been accepted to go to Mayville with the sewerage. There will be a Public Meeting on August 17 for the residents. They were issued an extension on their permit, but not for the 5 year one. They also have to have a licensed inspector by November 1.
Raymond made a motion to approve the Resolution to change Point Rod to South Point Road, North Point Rod, and West Point Road, 2nd by Linus, motion carried. Raymond made a motion to table the Snowmobile Ordinance to next month, 2nd by Linus, motion carried. Raymond made a motion to amend the Building & Mechanical Code Ordinance #01-04, 2nd by Linus, motion carried.
The dampness in the garage was discussed and Linus suggested putting in an exhaust fan. Because the problem is only in the spring, they decided to wait and see how it is next year.
Raymond made a motion to rent the Town Hall out to non-residences for a fee of $50.00, with the rules being the same as if a resident would rent it, 2nd by Linus, motion carried. Raymond made a motion to have signs made for the Kantin and Miles High Cemetary. They will have a white background, black lettering, and the outside trimmed in gold, 2nd by Linus, motion carried.
Discussion was held on the bathroom and kitchen updates. It will cost about $4,000. for each room to put glassboard on and about $400 to $500 for each room to remove and replace the fixtures. Raymond made a motion to table it for budget approval, 2nd by Linus, motion carried.
Raymond made a motion to pay the Election Inspectors a per diem for any meetings attended, and $13.00 an hour for working for voting registration in the Clerks absence.
Raymond made a motion to let Cindy and Erma decide to invest some funds in a $50,000 CD, 2nd by Linus, motion carried.
Fall Clean-Up date has been set for October 8, from 8:00 AM. to 2:00 PM. The price will be the same. Voter Registration dates have been set for August 24 from 4:00 to 6:00 PM. and, November 16, from 2:00 to 6:00. The Public Hearing for our Town of LeRoy 2030 Land Use Plan will be held August 29, 2005 at 7:30 PM. at the LeRoy Town Hall.
Raymond made a motion to pay bills #11958 thru #11980, 2nd by Linus, motion carried. Linus made a motion to adjourn the meeting, 2nd by Raymond, motion carried. Meeting adjourned at 9:08 PM. Next meeting will be September 12, 2005 at 7:30 PM.
