April 6, 2005

The monthly meeting, was called to order, at 7:30 PM. by Chairperson, Linda Schraufnagel. Present were Linda, Raymond Collien, Linus Schraufnagel, Erma Franke, Cynthia Laubenstein and 93 guests. Raymond made a motion to approve and adopt the agenda, 2nd by Linus, motion carried. Raymond made a motion to approve the minutes of the last meetng, 2nd by Linus, motion carried.

The Treasurer's report showed a beginning balance in the General Account at $80,170.27; receipts of $84,427.17; expenditures of $21,767.90; for an ending balance of $142,829.54. The Tax Account showed a beginning balance of $188,741.42; receipts of $71.64; expenditures of $100,000, for an ending balance of $88,813.06. The $100,000 expenditure was for a 6 Mo. CD at the Bank of Oakfield. We have $8,069.44 in the Major Building Repair & Major Repair/Purchase Account and that balance is included in the ending Tax Account Balance. Raymond made a motion to accept the Treasurer's report subject to audit, 2nd by Linus, motion carried.

The Animal Control officer reported he picked up two dogs. One was claimed and one taken to the shelter at Green Lake. Erma reported 4 building permits; Mark Geschke for a new home, $324.00; Mark Wondra for a small home addition, $30.00; Sheryl Puerner for a wood deck, and porch, $28.00; and Dennis Hockers for a new home, $370.00.

Brian Loos, our Town Police Liaison Officer thanked the Town Board for sending a list of our ordinances so they can be entered in their computer. He also explained to those present his parternship with the Town.

Raymond reported that they still have problems with the East Pump system. Dale has been fixing it. They had a meeting with Mayville to discuss flowage and how to enter Mayville with the Sanitary System. They soon will have the Engineer's report on the Cost to build a new plant or to fix what we have.

Link Aggregate was present for a hauling permit. He would like to use Centerline to Hwy 49, Hwy Z to North Point Road to the old Marsh Road. Raymond made a motion to grant the permit, 2nd by Linus, motion carried

Because of the expected large volume of comments pro and con on the wind turbine project, Linda opened up the public comment section with the following rules:

Please state your name and address.

Each person will have 3 minutes to speak. If you feel that this is not enough time, you may
submit your comments in writing.

Your comments will need to be addressed to the Town Board only. The Town Board will not
address comments at this time.

Each person will only be allowed to speak one time. There will be no rebuttal statements.

Please be courteous to others who are speaking.

The public comment portion at the end of the meeting will be for comments other than for the
wind turbines
.
Before the floor was open for discussion, Arthur Labros asked the Board if any of them would be getting any money from the turbines such as having one put on their property. The Board stated that no one is hosting a wind turbine. About 25 people spoke in a very orderly fashion. Those opposed to the project stated they were concerned about the change in the look of the area, loss of property value, impact on bird migration, effect on the quality of life, too close to the Horicon Marsh, dry wells, would like to wait until all impact studies are completed, 911 call interference, turbines to close to an air strip. Those in favor stated the need for energy, didn't want coal or gas energy systems, have to move on in the 21 century, a good company, project is not funded by the government, will produce many jobs for area people.

After the comment section, the board stated their feelings. Linda said 1 or 2 turbines may have to be relocated near the Mittelstadt Air Strip. She also read a letter for the Attorney General which is on file in the Clerks office. In a nut shell, it states that the Wind Energy System does not need local approval to build the turbines. Raymond stated that he personally did a lot of reading the last months, and took in considerations on all sides. Linus stated that this is the largest project presented to the Town. Linda said change is hare to accept and that the board needed to take the step and vote on this tonight.. Linda made a motion to approve the Conditional Use Permit on the Wind Energy Project, 2nd by Raymond, and Linus, motion carried


Raymond made a motion to paint the back class room, doors and frame and front entry way for around $1300.00, 2nd by Linus, motion carried. Raymond made a motion to send the corrected ordinances to John St. Peter for his input, 2nd by Linus, motion carried. Raymond made a motion to approve purchasing a GBC 12 ½" Laminator and cutting board for the town hall, 2nd by Linus, motion carried.

The oath of office was given to the newly elected Town Officials. Raymond made a motion to approve the Burning Ordinance #05-01, 2nd by Linus, motion carried. It will be published in the Mayville News.

A petition needs to be done before the Rustic Road designation can proceed. Linda read the points needed for that issue. Those present were reminded about the Annual Meeting on April 13, at 7:30 PM. and also for the residents to bring their papers to the G&R on April; 16. Spring Clean-Up day is April 30 from 8:00 AM to 2:00 PM.

Raymond made a motion to approve payment of bills #11801 thru #11840, 2nd by Linus, motion carried. Linus made a motion to adjourn the meeting, 2nd by Raymond, motion carried. Meeting adjourned at 9:30 PM. Next meeting, May 9, 2005 at 7:30 PM.
