Public Hearing
A Public Hearing will be held on the proposed LeRoy Sanitary District boundary on Monday, February 13th, 2006 at 7:30 PM at N10725 HWY YY. All interested parties are asked to attend.

The regular Town Board Meeting will be held at the Town Hall on Monday, February 13th, 2006 immediately following the public hearing at the LeRoy Town Hall at N10725 HWY. YY.
1. The meeting will be called to order.
2. Approval and adoption of the Agenda.
3. The minutes of prior meeting will be read and approved.
4. The Treasurer's Report will be read and approved.
5. Animal Control Report.
6. Public Input.
7. Deputy Land Use Report.
8. Road Report.
9. Brian Loos - Town Police Liaison Officer.
10. Raymond Collien, Sanitary Report.
11. Old Business:
A. Discuss and possible action on the resolution to rename Point Road to North Point Road, West Point Road and South Point Road.
B. Discuss correspondence from the attorney on compensation to land owners within 1/3 of a mile from a turbine.
C. Discuss and possible action on date to attend WTA District 6 meeting.
12. New Business:
A. Except the donated painting to be displayed at the Town Hall.
B. Discuss and possible action on a hauling permit for Michel's Materials.
C. Discuss and possible action on changing Town's internet service to wireless service.
D. Discuss and possible action on mailbox damage in the Town.
E. Review the Dodge County All-Hazards Mitigation Plan.
F. Discuss and possible action on the Grant Closeout Form for the Town's Land Use Plan Foth & Van Dyke.
G. Set date for ordinance review.
H. Discuss and possible action on amending the 2005 Town Budget.
13. Correspondence to come before the board.
14. Payment of the bills.
15. Any additional public comments.
16. Adjourn the meeting.

Minutes from the February 13,2006 Public Hearing
The public hearing on updating the Sanitary District boundary was called to order at 7:30PM by chairperson Linda Schraufnagel. Present were Chairperson Linda Schraufnagel, Supervisors Raymond Collien and Linus Schraufnagel, Deputy Clerk Harvey Simon and 10 guests.
Linda opened the meeting by reading the posting and read two written comments from David Clark and Marcella Clark. Marcella Clark did not want her garden and a little lawn to be in the Sanitary District. David and Patricia Clark wanted no property on a strip along Meadow Lane to be included in the Sanitary District. The Clarks were also present at the public hearing. Dale Klueger also spoke on why the change is proposed - primarily to have whole parcels in the Sanitary District. Raymond Collien made a motion to set the boundaries of the Sanitary District as proposed by the county, Linus Schraufnagel seconded the motion. Motion carried 3 yes 0 no. A motion to close the hearing was made by Raymond Collien, seconded by Linus Schraufnagel. Motion carried. Closed at 7:44 PM.

Town Board Meeting
February 13, 2006
The monthly meeting was called to order by Chairperson Linda Schraufnagel. Present were Raymond Collien, Linus Schraufnagel, Cynthia Laubenstein, Deputy Clerk Harvey Simon and 10 guests.
Raymond made a motion to approve and adopt the agenda as presents. Seconded by Linus Schraufnagel. Motion carried.
Myron Schrauth present a painting from Adeline Meyer depicting the Village of LeRoy in 1948. Leonard Schraufnagel also presented a short history of the village. Linda accepted on behalf of the Town.
Raymond Collien made a motion to approve the minutes of the prior meeting, seconded by Linus Schraufnagel. Motion carried.
The treasurer's report stated a beginning balance of $129,138.85; receipts of$579,048.18; expenditures of $457,548.94 for an ending balance of $250,638.09. The tax account had a beginning balance of $558,676.27; receipts of $408,793.27; expenditures of $555,600.80 for an ending balance of $411,868.74.
Dale Klueger reported that he had responded to two dog calls in the last month but no dogs were take into the shelter.
The deputy land us report showed $30.00 taken in from Dan Gassner for a shed.
Officer Loos stated there had been a number of break-ins around the county and that people should be on the lookout for strangers and strange vehicles in the town. Officer Loos heard a complaint of excessive speeding in Farmersville over the 35 speed limit.
Raymond Collien reported the Sanitary District had no extra ordinary problems in the past month.
Motion was made by Raymond Collien, seconded by Linus Schraufnagel to approve Resolution 06-01 regarding the naming of portions of Point Road. Motion carried.
Linda reported that the town attorney was still working on the question of compensation to landowners within one third mile of a turbine.
The Board decided to attend the WTA District 6 meeting at West Bend on Saturday, March 25, 2006.
Motion was made by Raymond Collien, seconded by Linus Schraufnagel to grant Michels Materials a hauling permit for Farmersville Road from the quarry to County HWY V. Motion carried.
Motion was made by Raymond Collien, seconded by Linus Schraufnagel to change the Town's internet service to wireless service. Motion carried. No vender was selected at the meeting.
Raymond Collien reported that he had received several phone calls reporting mailbox damage. Ray had told the individuals to come to the board meeting, but no one showed up.
Linda handed out copies of the Dodge County All Hazard Mitigation Plan to board members for their review.
A motion was made by Raymond Collien, seconded by Linus Schraufnagel to approve the Grant Closeout Form for the Land Use Plan. Motion carried.
A date for the Town's ordinance review will be set at the March Meeting.
The 2005 year ended with budget overdrafts in Town Hall Remodeling account and Town attorney account. A motion was made by Raymond Collien, seconded by Linus Schraufnagel to transfer money from the Handicapped access/election booth account to the Town attorney account and to transfer funds from surplus to the Town Hall Remodeling account. Motion carried.
Raymond Collien made a motion to approve payments of bills #12144 thru #12186 totaling $457,510.91, seconded by Linus Schraufnagel. Motion carried.
Linus made a motion to adjourn the meeting, seconded by Raymond Collien. Motion carried. Meeting adjourned at 9:08 PM.
Next meeting will by March 13, 2006 at 7:30 PM.
